FOR bigger transparency in the distribution and use of funds for disability projects
- an answer to the National Council of Disabled People’s Organisations (NSIOS) latest campaign
We would like to give an answer to the latest campaign of the National Council of Disabled People’s Organisations, who claims that there is a great injustice and doom coming upon disabled people due to the proposal to change the lottery foundation board structure.
We feel it was about time, after so many calls for better transparency, for monitoring of the use of funds, for elimination of the conflict of interest, that the group of MPs proposed an Act, that will change the structure of the decision making body of lottery foundation (Foundation for financing invalid and humanitarian organisations).
According to the proposal, representative disability organisations will loose the majority (16 out of 30 members), and the officials of these organisations will not be allowed to run for the board members. Thus, they will have to look for candidates among their users and membership.
Proposed change means that disability and humanitarian organisations will each have 9 board members (18 all together), and there will be 5 board members named by the government. What this means is a lesser influence of individual grant recipient, but bigger influence of service users.
That the existing system is not transparent and not fair, and that the funds intended for the disabled people are not coming to them, and are misused, was established many times. Irregularities were established by the Court of Audits of Slovenia (audit reports for 2006 and 2010), by the Commision for the Prevention of Corruption of the Republic of Slovenia (explanation nr. 137 from 5th of May 2011), by Administrative Court of the Republic of Slovenia (decisions against Foundation because of non-transparent allocations of funds in 2006, 2009 and 2010) and by different user led organisations.
In the existing board composition there are 16 members named by representative disability organisations, all of the members of the National Council with representation status. That is why the public is not surprised that the National council started such indignant campaign.
Situation has to be changed, existing system makes it too difficult to control the use of funds, as the people who allocate the funds also use them and monitor their justification. This is the reason why, in previous years, millions of Euros were spent for bad investments and walls, while users didn’t have access to services they needed.
Proposed change is a step in right direction, it means reduction of the conflict of interest, increase of transparency and thus increase of responsibility and possibility to design clear rules and criteria for the benefit of the users of the programmes co-financed by FIHO.
