Invalids in our country are a special human species indeed. They are allowed to do things, which are forbidden to others, they can afford even suspicious, illegitimate, illegal actions and they bare no consequences whatsoever. They have their special social programmes, invented occasionally and so sprouting like mushrooms after rain. They use this as an excuse for high funds they are getting. Invalids are special, therefore they need special social programmes, even if nobody knows, what exactly is this speciality of theirs, comparing to other social programme users. Of course, they have also »their« money, a lot of it, which they are given by the state beside the national budget. A direct pipeline via the slovenian lottery into the FIHO foundation. Purposeful expenditure is neither checked nor controlled, for all colntrolling functions are in the hands of the recipients themselves. It exists as a remnant of the socialist self-management /self-regulation, not yet been chalenged by any government, whether left or right. They are keeping the social peace of the republic, in simple words, they curb and suppress other invalids, not to emancipate, legalize, become socially and politically active or even engage in the theory of handicap.
They are afraid like the devil fears the cross of the concept of the handicap itself. They don't understand it and they don't want to understand it, for invalids don't like to use their minds and prefer using emotional and pietistic rethorics, trying to reach the hearts of people. But somehow they feel that the concept is virtually crashing their imagery and their »Invalid identity« to pieces. To be an invalid, or even an invalid functionary means a special privilege in the slovene society bringing in also some substantional economic prophits. There is no doubt about it: it is better to be an invalid functionary than a member of the parliament, for instance. Parliament members are namely voted in and it is very possible they are not elected, while the invalid functionaries when »voted in«, take care themselves to be elected again. Maybe mr. Putin can learn a few things from them.
This year, as usual, the traditional invalid organozations meeting was orginized by the National invalid organizations council of Slovenia (NSIOS), where they adjust and determine, how the FIHO money is divided. On the invitation ticket, there was written: »invitation to the adjusting consultation of the representative and other invalid NSIOS member organizations, operational on the state level about the financing of their regular activities and investments from the FIHO purposeful financial funds for the year 2009«, so we recognized ourselves in the description on the invitaion, even though we did not recieve one personally.
I have heard a lot already about these meetings as well as wrote about them and asked responsable politicians to act. But never I attended one of them, so I wanted to participate in this one. Besides, upon my writings, I was accused more than once, to have supposedly been spreading »untruths« and manipulating the public for such meetings supposedly »never took place«. Not long ago, the FIHO director Janez Jug wrote such a note.
The meeting was held indeed, but the doors closed in front of my nose and the participants locked virtually themselves in the conferemce room right in front of me. I could here the speakers through the doors, debating the tables and numbers and about their future action policy. The participants were greeted by mr Jug, who may get amnesia for being there at all. The main speech was held by mr Šuštaršič as the president of the NSIOS, as the meeting organizer and as the director of the »Two popplars« sanctuary in Isola, as the president of the »Distrophic society«, the owner of the sanctuary, maybe he spoke also as a member of the Slovene lottery and maybe he uttered a word or a greeting from the state council.
Mr. Šuštaršič calmed the participants down, not to be afraid of a thing, for »the invalids are the strongest civilian society and the state cannot touch them. There is more than enough money also and the crisis and the recession are no worry, for as we all know, the worse it gets, the more people gamble and play lottery.
Actually it is true, beside the catholic church, the invalids are a strong lobby, which no government dares to challenge. We will see how the words and promises of the new government about fighting the coruption and clientelism will materialise. Untill now, we have only been watching farces. Can we hope to experience something else?
It was not explained to me, why i could not enter, why they prevented me from entering and forbid it to me. Why did they immediately call the police, while in fact it is their meeting the very proof of their illegal division of public funds of the public foundation FIHO? The very proof, that consultations are held beyond legal procedures, above all public competition, with the knowledge and blessing of the director Jug himself, who should take care of the legality of the FIHO foundation. So some organizations are excluded, but we are discussed at their meeting, where they divide the funds for the year 2009. we are used to actions in that manner by mr. Šuštaršič, we know his methods and his menace, he cannot easily surprise us any more, but we feel sorry for all the participating invalid functionaries, who remained silent and spoke not of the fact, they were locked in the room and nobody reacted, nor anybody asked for an explanation, why such treatment of myself and our organization. Here we see the logi cof fascism and dictatorship, not being challenged by anybody, whether one dares not to, or prophits personally because of supporting and keeping it as it is. This goes not only for the meeting participants, but even more so for the responsable national institutions and of course the government representatives, who have yet not ever acted and have only faked their lack of jurisdiction and authority. So we can assume, that the lottery money is a gift to invalid and humanitarian associations? For what price or counter favour?
At the end, let us only mention an unconfirmed information, telling us a lot about the manner of politics on this field. It was determined at the meeting, that from the reserve FIHO funds, now being more than 6 million euro, 300 000 are to be given (probably beside public competitions) to the Red cross of Slovenia. Let us not forget, that the former president of the Red cross was mr. Miklavčič, who just became our new health minister and was the director of the ZZZS (national health insurance association). As the former, he is responsable for the conflicted double co-financing of the »paraplegic sanctuary« in Pacug.
