    Culture Invalids in our country are a special human species indeed. They are allowed to do things, which are forbidden to others, they can afford even suspicious, illegitimate, illegal actions and they bare no consequences whatsoever. They have their special social programmes, invented occasionally and so sprouting like mushrooms after rain. They use this as an excuse for high funds they are getting. Invalids are special, therefore they need special social programmes, even if nobody knows, what exactly is this speciality of theirs, comparing to other social programme users. Of course, they have also »their« money, a lot of it, which they are given by the state beside the national budget. A direct pipeline via the slovenian lottery into the FIHO foundation. Purposeful expenditure is neither checked nor controlled, for all colntrolling functions are in the hands of the recipients themselves. It exists as a remnant of the socialist self-management /self-regulation, not yet been chalenged by any government, whether left or right. They are keeping the social peace of the republic, in simple words, they curb and suppress other invalids, not to emancipate, legalize, become socially and politically active or even engage in the theory of handicap.



    Slovenia – Serbian Wheelchair User’s Parachute Jump

    Culture Katarina from ENIL member YHD reports: Goran Todorović from Serbia had a
    parachuting accident 4 years ago and since then he's been using a wheelchair, but
    this didn't stop him from wanting to jump again, but not just jump. In October 2008 he
    set a new world record jumping from an airplane in tandem from 8.000 meters, and
    thus breaking the previous record of a person in a wheelchair for 1.500 meters. This
    record jump was performed in Slovenia in Slovenj Gradec airport and is a part of his
    campaign for raising funds for a medical treatment.

    Follow up – Politicians Working as Personal Assistants

    Legislation In one of our last newsletters, we referred to a project in Slovenia: Politicians worked
    as assistants for one day. This way, they had a chance to see, first hand, what
    personal assistance means for disabled people. This project had been organised by
    ENIL member YHD. Katarina from YHD now reported that this project has caused
    some disturbance.
    The National Council of Invalid* Organisations in Slovenia has had its 4th
    board meeting on the 2nd of September 2008. They have sent the invitation to all
    disabled people’s organisations. The proposed agenda for the day was, among others:
    "Begging for money by showing disabled body and system solutions for PA and
    individual responses of politicians" - as response to YHD’s project. Katarina: “We
    don't know what the discussion at this point of the meeting was, but we find it difficult
    to understand why the president of the National Council would be so appalled by
    showing the everyday life of disabled people who use personal assistance and the
    importance of this service, which is still not recognised as a right of an individual.”
    *We translate the word "invalid" literally, as the Slovene National Council’s strong
    statement is that invalidity is their identity and reject any discussion on terminology,
    that is why the official term in Slovenia is “invalid” - in legislation, UN convention, policy
    documents, etc.
    The European Parliament has established a web television channel (called
    "europarltv") to respond to the right of all citizens to know and understand what is
    happening in the institution that they have elected. The channel is designed to
    contribute to the democratisation of the European Union and to the development of a
    European public space.

    Politicians work as Personal Assistants

    Legislation In last month’s ENIL Newsletter, John Evans reported about the demonstration in
    Ljubljana at the end of May 2008. YHD - Association for theory and culture of
    handicap, had organised it for the support of independent living and the right to
    personal assistance and to promote the Personal Assistance Act.
    As a follow up to the demonstration YHD invited Members of the Parliament to work
    with them for a day, as personal assistants. This way, they will have a chance to see,
    first hand, what personal assistance means for disabled people. They will experience
    the skills and responsibilities required of personal assistants. YHD started this
    initiative to endorse the Personal Assistance Act.
    The initiative is carried out together with an
    on-line magazine, with published articles and video about
    each MP working. (see also “news” on ENIL website)
    Until now 3 MPs have experienced the work of PAs,
    already with 2 more offering assistance.

    Politicians work as Personal Assistants
    On our new website enil.eu you will find a member section where our members can
    write a description of their organisation and have their own blog. A blog (a
    contraction of the term web log) is a website, with regular entries of commentary,
    descriptions of events, or other material such as graphics. The ability for readers to
    leave comments in an interactive format is an important part of blogs.
    We wrote a manual for users who would like their organisation to be portrayed in
    the member category and who would like to use the blog.

    European Network on Independent Living
    ENIL staff has eight members that live in the UK, in Spain and in Germany. Last time
    that the staff met was in May in Valencia for the staff training before we started
    working for ENIL. That means we usually do not see much of one another. We use
    mail, the telephone and skype to stay in touch daily.

    Dear sir or madam,

    Please accept our sincere support in your efforts for independent living and rebel against life in an institution. We wish we could offer you a more concrete support. We are an association from Slovenia that has been pointing out inadequacy of institutional care.

    That is why we have developed a program for personal assistance for severely disabled people, which enables them to live and work independently. Our country also doesn't have any system solutions for this sort of services.

    We are appalled, surprised and disappointed to see that in the USA where the independent living movement begun, this is not arranged yet, and that there are still such cases of systematic segregation of disabled people in institutions.

    In the 21st century and after the UN Convention on the rights of people with disabilities has been accepted, such cases should not happen, especially in the countries, where democracy and equal rights are set as highest values.

    Maybe now is the time to strengthen the bonds among individuals and groups from different countries and continents, and support each other in an organized fight for change, for independent living and equal opportunities.

    European Research Agendas for Disability Equality or the EuRADE project is a
    collaborative work plan between the European Disability Forum (EDF), the University
    of Leeds and the University of Maastricht (Netherlands). The project intends to build
    the research capacity and potential research agendas of European disabled people’s
    organizations to reflect the research priorities of disabled people.
    One of the outcomes from the EuRADE project was a Research Summer School held
    at Leeds in the UK from 21-25 July 2008 .
    ENIL’s regional delegate Debbie Jolly participated in the EuRADE Summer School.
    In all 11 Disabled Peoples' organizations attended including those from Denmark,
    Malta, Latvia, Belgium, Spain, Finland, Slovakia with a range of national umbrella
    groups and one European group, besides ENIL. Academics from Austria, Spain,
    Hungry, Slovakia, the Netherlands and the UK also attended and gave interesting
    presentations on research they had carried out involving disabled people.
    The purpose of the summer school was for each organization to learn the basics of
    research and to begin to develop a research proposal based on their organization’s
    priorities. ENIL is developing a proposal on independent living in Europe.

    ENIL attends EuRADE Summer School in the UK
    ENIL supports Women With Disabilities Australia
    Women With Disabilities Australia (WWDA) Inc is the national peak organisation
    representing more than 2 million disabled women in Australia. For the past decade,
    WWDA has worked assiduously at a national and international level to raise
    awareness of the ongoing practice in Australia (and elsewhere), of the nontherapeutic
    sterilisation of minors with disabilities.
    Sterilisation of children in the Australian context is related primarily to two
    characteristics - gender and disability. Sterilisation is a procedure that is notorious for
    having been performed on young women with disabilities for various purposes
    ranging from eugenics, through menstrual management and personal care, to the
    prevention of pregnancy, including pregnancy as a result of sexual abuse. Indeed,
    the overwhelming majority of sterilisations and certainly all the cases heard by
    relevant Australian courts and tribunals, involve girls with intellectual disabilities.
    WWDA is concerned of a statement found in the Australian Government Draft Fourth
    Report under the Convention on the Rights of the Child. This statement infers that
    sterilisation is acceptable for children with disabilities, and that prohibiting sterilisation
    of minors (except in those circumstances where there is a serious threat to health or
    life), will somehow adversely impact on children with disabilities. WWDA wrote a
    letter recommending that, through the Standing Committee of Attorney’s General, all
    Australian Governments work together to develop universal legislation which
    prohibits sterilisation of any child unless there is a serious threat to heath or life.

    Dear Friends,

    Unfortunately we will not be able to join you at your march on 13th of September in Madrid, but be sure that we are with you in our thoughts and hearts.

    We hope your manifestation will be joined by many, and above all that it will be a success and that your efforts, which are our efforts too, will be achieved in the everyday practice. This is what it is all about, to implement the UN Convention and other documents that speak about equal rights, independent living, anti-discrimination and human rights, in our everyday lives.

    When we have met in Slovenia at the Conference in Kranjska Gora, we have discovered that our governments work in a similar way; they still hold on to out-dated models of help, care and institutionalization.

    Like you, we fight and have to deal with ignorance and sweet-talk of experts and politicians, who will not form a proper legal ground to allow us to live independently, actively and equally. And you and we have to persist and work in the direction of ensuring equal rights and opportunities and the respect of human and civil rights.

    We are sending you hugs, and even though on the other side of Europe, we will be marching with you.

    Dear friends!

    We are sending you this appeal for your help and support. We are YHD- Association for theory and culture of handicap and as non-governmental organization we run programme Independent living of disabled for more than 11 years now and within that programme we provide personal assistance for disabled persons. There are 103 users of personal assistance on national level at the moment in our programme and we employ 95 personal assistants. From 8 coordinators of personal assistance that are employed on the programme there are 5 also users of personal assistance. Programme is financed by Ministry of Labour, Family and Social Affairs - for salaries of the coordinators of personal assistance, by Employment Service of Slovenia - for subventions for employment of personal assistants trough Active Employment Policy Programme for long-term unemployed persons, by some Municipalities, user’s donations and Foundation for the Financing of Disability and Humanitarian Organizations in the Republic of Slovenia (Lottery money).

    From the beginning of the programme our goal was, beside providing personal assistance to as many disabled people as possible, also promotion of independent living, pointing out the discrimination of disabled people and it’s prevention, we actively strive for the right to personal assistance of every disabled person in Slovenia and to guarantee a long-lasting source of financing. In this frame we were active in introduction, promotion and spreading the awareness of the idea, principles and values of independent living in broader community, we were also giving initiatives and proposals of different recommendations, acts and programmes on the field of social care, human rights and ensuring equality. Even though our efforts and activities were proven to be a good practice and were successfully evaluated, we didn’t succeed in implementing the results on system and legislation level, despite the declarative directives and recommendations of EU politics. As it is shown from the European study Deinstitutionalisation and community living – outcomes and costs, our government was not answering any of the researches questions and provided no data about community services, it is arguing for deinstitutionalisation only on declarative level, but in practice it is still financing institutions and their modernization and extension. Programmes and community services, especially the ones that provide independent and active living, are partially financed by the government but left to uncertainty of momentary politics and are cut off from programme priorities.
